City of Garden Grove, California Approves Procurement of e-PlanREVIEW® - e-PlanSoft

Plan Review Solution to Digitize and Automate Plan Review Processes

IRVINE, Calif.—Oct. 6, 2021: e-PlanSoft™, a leading developer and provider of cloud-based electronic plan review solutions, has announced that the City of Garden Grove has selected e-PlanREVIEW® to transition its plan review processes to a digital model.

The City’s decision to adopt e-PlanREVIEW will enable it to achieve a paperless plan review process, with robust, user-friendly functionality. The cloud-based solution will also meet the City’s objective to achieve overall streamlined processes, enhanced real-time collaboration across multiple departments and with applicants, as well as additional features that will reduce the approval time.

The selection comes as a part of the City’s three-year strategic plan to evaluate systems and identify opportunities to streamline processes and improve efficiency. The Covid pandemic further drove the campaign by propagating the need to transition away from paper plan reviews and toward remote collaboration that can occur across departments and from any location whether in the office or not.

The e-PlanSoft solutions will be used by the Planning, Building and Safety, Engineering, Water and Sewer, Environmental, Economic Development, and Police Departments, which typically perform over 3,000 projects requiring plan reviews annually.

“The e-PlanREVIEW system provides Garden Grove City Hall with the most modern technology to more efficiently complete our high volume of plan reviews, which is key to helping projects stay on schedule. It also enables Garden Grove to offer nearly 100% virtual city hall services, eliminating the need for in-person visits,” said Garden Grove Assistant City Manager and Community and Economic Development Director, Lisa Kim.

e-PlanREVIEW stood out as the ideal solution with its robust system that is easy to use, easy to learn, and its flexible options that allow for automated workflows and flexible viewing options, on-demand comment reports, digital stamping, and more.

Another key factor in the selection was e-PlanREVIEW’s tight integration with the Civic Viva permitting platform, which the City plans to adopt for its permitting activities. The City currently performs its permitting activities through the PermitCity platform.  When the Viva Civic platform has been implemented, e-PlanREVIEW will be integrated with it, resulting in a comprehensive permitting and plan review system that will allow for maximized efficiency.

The City is currently considering an adjusted phased implementation model, in which e-PlanREVIEW would be initially implemented as a standalone solution, and uses e-PlanSoft’s goPost™ Public Portal for plan review intake. When Viva Civic has been implemented, e-PlanREVIEW will then be integrated with it. The adjusted implementation approach is unique to e-PlanSoft’s offerings and allows agencies to digitize their operations in a matter of weeks instead of several months or years. The quicker transition translates to a much faster time to realize increased efficiencies. The approach will also allow the City to enjoy a consolidated submittal experience. Currently, submittals are handled via email.

As part of the selection of e-PlanREVIEW, Garden Grove has taken advantage of e-PlanSoft’s site license model. A site license is an option offered by e-PlanSoft that allows agencies unlimited users within the agency for the software solution. The pricing model is favorable for agencies with a large number of users and will prove to be a fiscally economical option for the City of Garden Grove.
