Transforming Local Permitting: Paper to Digital Grant Program
In an exciting development for cities and counties in Washington, applications are now open for the new Paper to Digital Grant Program. This initiative follows the 2023 amendment of SB 5290 to the Local Project Review Act (RCW 36.70B), which aims to consolidate, streamline, and enhance local permit review processes for applicants, customers, planners, builders, and designers.
The grant program offers financial support to local governments in Washington transitioning from paper-based to digital permit review processes. By doing so, it seeks to tackle housing shortages within jurisdictions and across the state, making the permitting process more efficient and accessible.
The program provides grants of up to $375,000, with funding priorities based on responses to specific questions in the application. Eligible expenses for these grants include:
Jurisdictions with current paper-only or hybrid permitting systems experiencing growth pressures, evidenced by population increases and rising residential permitting numbers, will be given application priority.
