From Paper Piles to Cloud Precision: How the Town of Medley Modernized Plan Review

From Paper Piles to Cloud Precision: How the Town of Medley Modernized Plan Review

The Town of Medley, Florida, has long been a hub of industrial and commercial activity. However, like many municipalities, its building department faced a common hurdle: a legacy of paper-based workflows that struggled to keep pace with the demands of a modern, mobile workforce.

Today, the Town of Medley is charting a new course. By partnering with e-PlanSoft™, Medley has transitioned from manual, paper-intensive processes to a streamlined, digital environment powered by e-PlanREVIEW®.

The Catalyst for Change: Beyond the Paper Trail

For years, Medley operated on a traditional two-set paper system—one for the office and one for the job site. Reviewers had to physically come to the office, often waiting in line to see the same set of plans.

When the COVID-19 pandemic necessitated remote work, the town pivoted to a makeshift digital solution using SharePoint and OneDrive. While this allowed for basic file sharing, it created new challenges:

  • Version Control Risks: Plans were occasionally uploaded to the wrong projects.

  • Fragmented Data: Results and record-keeping had to be manually moved into their primary system, BS&A.

  • Bottlenecks: Reviewers still lacked a cohesive environment to collaborate in real-time.

"We would lose track and mistakes would happen," noted Maglory Montano, Building & Zoning Licensing Clerk at the Town of Medley. "We needed something that was truly integrated."

The Power of BS&A Integration

The decision to select e-PlanSoft was driven by a critical requirement: a seamless connection with BS&A Software. The town’s leadership, including former Building Official William Diaz and current Building Official Elio Alvarez recognized that a "one-click" workflow was essential for efficiency.

With the new integration, the Town of Medley benefits from:

  • Single-Action Synchronization: Reviewers can launch e-PlanREVIEW directly from BS&A. Once the review is complete, comments and marked-up plans sync back to the system of record automatically.
  • Concurrent Reviews: Multiple departments can now review the same document simultaneously, eliminating the "wait your turn" workflow of the past.
  • Global Accessibility: Whether at the office, at home, or in the field, staff have secure access to the tools they need.

"When the reviewers saw that they were able to use e-PlanSoft at home, they were very happy. It’s user-friendly and gets the work done." — Maglory Montano, Town of Medley

Scalable Success for a Lean Team

Managing approximately 600 permits annually with a focused staff requires precision. The Town of Medley began its rollout with standalone permits, allowing the team to gain confidence in the platform's "Bluebeam-like" toolsets and intuitive interface.

The transition has been supported by e-PlanSoft’s dedicated implementation team, ensuring that even as the Town navigates minor learning curves, they have the technical backing to maintain momentum.

Leading the Way in Digital Transformation

The Town of Medley’s move to electronic plan review is more than just a software upgrade. It is a commitment to providing faster, more transparent services to its community. By removing the physical and digital friction of the past, Medley is proving that even smaller municipalities can implement world-class, innovative solutions.
