Jim MacLaggan serves as Executive Vice President, Growth at e-PlanSoft, where he drives go-to-market strategy, partner channels, and revenue operations for the company’s industry-leading electronic plan review solutions. Over two decades in GovTech and RegTech, Jim has built repeatable playbooks for SLED markets—refining ICPs, architecting procurement strategies, and converting enterprise pipeline into durable ARR. 

Before e-PlanSoft, Jim was the EVP, Sales at Clariti Software, helping increase enterprise value while elevating win rates from single digits to 40%+ and securing multimillion-dollar awards with top Tier cities such as Los Angeles, Long Beach, Plano, Austin, Durham, and more. Earlier, he was brought in to build and scale Deloitte’s Permitting, Licensing & Compliance practice across North America and, at Versa (later Iron Data/MicroPact/Tyler), helped grow a leading licensing and enforcement portfolio serving State and Federal regulators across North America. These roles sharpened his expertise in complex sales, partner ecosystems, and large-scale government transformation.
